ADEK Inspection Results (Irtiqa - Decoded)
English language attainment is rated Acceptable in all phases, with PISA 2022 reading literacy scoring 380.5 - significantly below the international average of 476. Extended writing, foundational literacy in Cycles 1 and 2, and reading comprehension in Cycle 3 all require targeted intervention. This is the school's most urgent academic improvement priority.
Care and Support is rated Acceptable across all cycles, unchanged from the 2022 inspection. The identification and provision for students of determination and gifted and talented students is insufficient. Only 4 students of determination are formally identified on a roll of 1,520 - a figure that raises questions about the robustness of identification processes. Curriculum adaptation for diverse learners is also rated Acceptable.

Fees & Value for Money
Horizon Private School (MOE) - Khalifa offers a UAE Ministry of Education curriculum and has received ADEK approval for its 2025–2026 fee structure. Tuition fees range from AED 26,160 for Pre-K up to AED 49,110 for Grade 12, reflecting a progressive fee model that increases with each stage of education. These fees are set in line with ADEK regulatory guidelines, ensuring transparency and accountability for families.
In addition to tuition, families should budget for textbook fees ranging from AED 1,500 (KG1) to AED 6,000 (Grades 11–12), and an optional transportation fee of AED 5,000 per year for those requiring school bus services. The school's fee structure is clearly itemised, making it straightforward for families to plan their annual education expenditure.
When compared to other MOE-curriculum private schools in Abu Dhabi, Horizon Private School's fees are positioned at a mid-to-upper range, reflecting the quality of facilities and educational provision on offer. The all-inclusive nature of the published fee table — covering tuition, books, and transport — provides families with a clear picture of the total cost of education at the school.

The Final Verdict: Who Is This School For?
THE “RIGHT FIT”
Emirati and Arabic-speaking families in Khalifa City seeking an affordable, MoE-compliant school with AP access, trilingual instruction, and strong cultural identity programming. Also suited to budget-conscious families who value American curriculum credentials and university pathway support.
THE “WRONG FIT”
Families whose child requires strong English literacy outcomes, robust SEN or gifted-and-talented provision, or premium facilities. Also not ideal for families who place high weight on inspection ratings - this school's Good rating, while improving, sits below the Very Good and Outstanding schools available in Abu Dhabi at higher price points.
I was a student at this school for 8 years and I had a great experience. Our school takes really good care of academics and we occasionally have fun on the side. It offers a wide range of courses which helped me a lot when applying to universities.
