GEMS Wellington International School - Dubai Branch

The Executive Summary

GEMS Wellington International School - Dubai Branch occupies a rare position in Dubai education: a genuinely non-selective, all-through school that consistently delivers exam results rivalling the city's most selective institutions. Rated Outstanding by KHDA for every inspection since 2009 - sixteen consecutive years - WIS combines the National Curriculum for England with the International Baccalaureate (IB) curriculum, offering parents the structured rigour of British education from FS1 through Year 11, then three distinct Sixth Form pathways including the full IB Diploma, IB Career-related Programme, and IB Courses Programme. Located in Al Safouh 1 on Sheikh Zayed Road, it is one of the most decorated schools in the Al Safouh 1 schools cluster, holding COBIS Patron's Accreditation - the only school in the UAE to do so - alongside IB, BSO, CIS, NEASC, and Middle States recognition. With school fees Dubai parents will pay ranging from AED 47,527 to AED 103,399 annually, WIS sits firmly in the premium tier, and the evidence suggests it earns that positioning. IB Diploma students achieved an average of 36 points against a world average of 30.58, with 95% scoring above 30 points and one student achieving the maximum 45 points. At I/GCSE, 61% of entries were awarded Grades 9-7 (A*-A) in 2024, in a fully inclusive, non-selective environment. That combination - open admissions, Outstanding rating, elite results - is genuinely unusual in Dubai's private school landscape.

This is our fourth year at WIS and I couldn't have been happier with our choice of school for my daughter. I see her flourishing not just academically but overall - becoming more confident through hands-on learning and loads of opportunities. The Performing Arts department recognised her singing ability and encouraged her to come out of her shell. I would highly recommend this school to anyone looking for a strong Senior Leadership Team, supportive teachers, diverse culture and an excellent learning environment.

Academic Framework & Learning Style

WIS follows the National Curriculum for England from Foundation Stage through to Year 11, incorporating the Early Years Foundation Stage (EYFS) framework in FS1 and FS2. Students progress through Lower School (Years 1-6), Middle School (Years 7-9), and Upper School (Years 10-11) where they sit GCSE and IGCSE examinations. At Sixth Form, WIS offers three distinct post-16 pathways: the full IB Diploma Programme, the IB Career-related Programme (linking IB subjects with BTEC Level 3 qualifications), and IB Courses - making it one of the most flexible Sixth Form offerings among Al Safouh 1 schools. This breadth is designed to serve genuinely diverse learners rather than funnel all students toward a single academic pathway. The school's academic philosophy is articulated through its High Performance Learning (HPL) framework, a research-based, pedagogy-led approach that prioritises the development of advanced cognitive performance characteristics alongside positive values and attitudes. The KHDA DSIB report confirms this translates into practice: teaching in all phases is rated Outstanding, with inspectors noting that teachers plan purposeful, engaging lessons, promote independent inquiry and critical thinking, and use technology and resources effectively. Assessment is also rated Outstanding across all phases, with the school using a four-point internal scale from FS to Year 9, GCSE grading in Years 9-11, and the IB 1-7 scale at Post-16. In terms of academic results, the evidence is compelling. At IB Diploma level in 2024, the school's cohort achieved an average of 35 points with a 99% pass rate. One student achieved the maximum 45 points. 85% of entries scored 30 points or above, 50% achieved 35 or above, and 22% were awarded 40 or above - placing WIS among the top-performing IB schools in the UAE. The school's own homepage highlights a 36-point average in its most recent cohort data, against a world average of 30.58, with 60% of students achieving 35 points or higher and 95% achieving 30 or higher. At I/GCSE in 2024, 170 students sat 1,665 examinations. 22% were awarded Grade 9, 38% Grades 9-8 (A*), 61% Grades 9-7 (A*-A), 89% Grades 9-6 (A*-B), and 96% achieved a pass grade of 9-4 (A*-C). These results are achieved in a fully non-selective environment, which makes them particularly significant. The Careers Education and Guidance (CEG) programme begins formally in Year 9 with one-to-one interviews with the Careers Guidance Counsellor and continues through Life Skills lessons. The school also supports students through dedicated university counsellors who guide Sixth Form students toward appropriate university pathways. University destinations include some of the world's most prestigious institutions. In terms of inclusion, WIS supports 177 Students of Determination, with KHDA rating the provision and outcomes for these students as Outstanding. The school uses curriculum adaptation, personalised learning plans, and dedicated inclusion staff to ensure all students are supported. EAL provision is embedded throughout the school given the highly international student body spanning over 90 nationalities. A formal Arabic language programme operates across all year groups, with Arabic as a First Language and Arabic as an Additional Language streams both rated Good by KHDA. The KHDA report notes improving outcomes in both Islamic Education and Arabic, attributed to modified curriculum and stronger teaching in these subjects.

Extracurricular Activities (ECAs)

WIS operates a fully inclusive extra-curricular provision across all phases of the school through its branded Explore, Enrich, Excite (EEE) programme. The school offers a wide range of after-school activities spanning sport, performing arts, creative subjects, and leadership development. Both recreational and competitive sport feature prominently, with programmes in rugby, basketball, fitness, netball, football, athletics, and tennis. Students benefit from high levels of specialist coaching across all sporting disciplines, with opportunities to participate both recreationally and competitively. The school's sporting facilities - including a 25m indoor swimming pool, outdoor pool, 3G astroturf pitches, cricket nets, and multi-purpose sports halls - underpin a genuinely competitive programme. The school has produced athletes of international calibre: Christina Rach, a WIS student who specialises in swimming and basketball, represented Eritrea at the Paris 2024 Olympic Games. John Haffar is highlighted as a Sport Scholar in basketball. These are not isolated stories but reflect a culture of sporting ambition that KHDA inspectors noted in their assessment of students' social responsibility and innovation skills, rated Outstanding across all phases. Performing Arts at WIS is a genuine strength. The school has a dedicated Drama studio, Dance studio, and an Auditorium capable of hosting up to 472 people for stage productions, assemblies, and presentations. Parent feedback consistently highlights the Performing Arts department's ability to identify and nurture individual talent. Enrichment programming at WIS is extensive. The school is an authorised centre for the Duke of Edinburgh International Award, with students undertaking expeditions including desert stargazing facilitated by the school's unique observatory. The Creativity, Activity and Service (CAS) component of the IB Diploma is undertaken by all Year 12 and Year 13 students, embedding community service and personal challenge into the curriculum structure. Students lead a remarkable range of social and charitable initiatives: the KHDA report highlights the Entrepreneurship Fair, GWIS Souq, Jewel of Kindness certificates, sustainability initiatives, and charitable campaigns such as Miles for Smiles. One student, Kanhai Mehta, founded Bright Futures Congo, a social enterprise aimed at improving living conditions for children in the Congo. Students also lead the 'Big Brother, Big Sister' mental health support programme and champion sustainability through the 'Plastic Pledge' and 'Hero' banana food waste reduction project. The school uses ClassCharts as its rewards platform across all year groups from FS to Year 13, providing a consistent and transparent recognition system.

Pastoral Care & Well-being

Wellbeing is not a bolt-on at WIS - it is constitutionally embedded in the school's mission, vision, and values of Integrity, Empathy, and Fortitude. KHDA's 2023-2024 inspection rates the overall quality of wellbeing provision and outcomes as Outstanding, the highest possible designation. Inspectors found that leaders prioritise and model wellbeing principles, policies are innovative and research-based, and a team of experts enables exceptional provision across all phases. The school's wellbeing infrastructure is multi-layered. The Upstrive initiative, combined with results from the Pupil Attitude to Self and School (PASS) survey and the GroWell curriculum, provides a data-driven framework for monitoring and responding to student wellbeing needs. The school systematically gathers and analyses a wide range of wellbeing data, which KHDA inspectors noted influences decision-making and ensures an in-depth understanding of perspectives. Four dedicated guidance counsellors support the student body of nearly 2,904 students. Security and transportation arrangements are described by KHDA as exceptionally well-managed. Safeguarding and child protection are taken seriously. The school's comprehensive approach emphasises personalised care, ongoing training for the entire community, and vigilant monitoring to identify students who may need additional support. Students of Determination - 177 in total - are fully supported within an inclusive environment, with KHDA rating this provision Outstanding. The school has established an 'Include Me' group, a parent-led initiative that unites families of children with learning differences to provide peer support, share ideas, and advocate for inclusive practices. Student voice is a genuine feature of school life. Class champions in Primary and wellbeing ambassadors in Secondary actively organise sporting and cultural activities. The school has a Parent's Council that provides a collaborative channel for family input into school direction. KHDA's one growth recommendation in this area was to embed even more opportunities to strengthen student and parent voice - a sign that the bar is already high, and the school is being pushed to go further. The house system and student leadership structure give students meaningful roles as role models, with Head Boy and Head Girl positions carrying real responsibility and visibility across the school community.

The security in particular convinced me - and the fact that it's an all-through school accepting children from 3 to 18. It gives a sense of integration rather than a big jump from primary to secondary. The education here is as good if not better than back home.

Campus & Facilities

WIS occupies an eight-acre campus on Sheikh Zayed Road in Al Safouh 1, directly opposite Mall of the Emirates and close to the Marina and Emirates Hills communities. The campus is a substantial four-storey structure that, as one visitor noted, resembles Dr Who's Tardis - deceptively modest from the outside but vast in scale once inside. The central white circular structure houses an open-plan reception area, connected to large three-storey classroom blocks. The campus has been continuously developed since the school opened in 2005 and the KHDA 2023-2024 report confirms that premises are of high quality, providing specialist learning spaces needed for the expanding curriculum. Academic facilities are extensive. The school operates a complete Knowledge Centre Library for Primary and a separate Secondary library, both described as well-stocked and well-used. Three fixed computer suites each feature interactive whiteboards, projectors, and industry-standard software, complemented by a full wireless network and laptop and iPad trolleys for classroom use. A unique feature of WIS is its school observatory, equipped with telescopes and resources for astronomy - which is offered as a GCSE subject. Three Art studios, a Drama studio, a Dance studio, and a 472-seat Auditorium serve the performing and creative arts. A Sixth Form study area and common room have been added in recent years. Sporting facilities are premium-grade. The campus includes a 25-metre indoor swimming pool, an outdoor pool, extensive floodlit 3G astroturf playing fields, a large multi-purpose sports hall, a Primary sports hall, cricket nets, tennis courts, basketball courts, netball courts, volleyball courts, and a health and fitness studio. The Dance studio doubles as a gymnasium for floor work. A Foundation Stage and Year 1 dedicated outdoor play area completes the provision. The campus location on Sheikh Zayed Road provides excellent connectivity for families across Dubai Marina, JBR, Al Barsha, Emirates Hills, and Jumeirah communities. The trade-off is proximity to a major highway, which creates some ambient noise at the front of the building and parking challenges at peak drop-off and collection times. The school operates a transport service through STS, providing structured bus routes across key residential areas. A lower-ground floor cafe serves as a multipurpose parent, teacher, and student lounge, encouraging informal community interaction.

Teaching & Learning Quality

Teaching quality at WIS is one of its most consistently praised attributes, and the KHDA 2023-2024 inspection confirms this with an Outstanding rating for Teaching for Effective Learning across all four phases - Foundation Stage, Primary, Secondary, and Post-16. Inspectors found that teachers expertly use subject knowledge and skills to plan purposeful, engaging lessons, optimise time and resources including technology, and set high expectations. In the best lessons, learning activities enable students to find things out for themselves, draw conclusions, and develop critical thinking skills through questioning and collaborative work. The school employs 218 teachers and 100 teaching assistants, the largest nationality group being UK-trained educators. This gives WIS a distinctly British pedagogical character, grounded in structured subject knowledge and examination preparation, while the IB Diploma framework adds a layer of inquiry-based, internationally minded learning at Sixth Form. The student-to-teacher ratio stands at approximately 13:1, with classroom sizes of around 22-27 students - manageable for the premium price point, though not small by international standards. The school's High Performance Learning (HPL) framework underpins teaching methodology across all phases. This research-based approach focuses on developing advanced cognitive performance characteristics - critical thinking, problem-solving, creative and innovative thinking - alongside positive attitudes and values. In Middle School, specialist teachers are deployed across all subject areas, and setting is used throughout Secondary in mathematics, with specialist teachers introduced in upper Primary. This structured differentiation has had measurable positive effects on attainment. One area flagged by KHDA as a growth point is the consistency of written feedback in Secondary, described as variable. The inspection report also recommends ensuring that assessment policy clearly articulates the processes for measuring student progress across different phases and is made available to all stakeholders. These are relatively minor concerns in the context of an otherwise Outstanding teaching profile, but they are worth noting for parents who value transparent, consistent feedback loops. Teacher retention presents a more substantive consideration. A teacher turnover rate of approximately 22% annually is above what one would typically expect from a school of this calibre and stability. While the school's UK-trained teaching base and GEMS network infrastructure provide strong recruitment pipelines, the frequency of staff change can affect continuity of relationships, particularly for students with pastoral or learning needs. Professional development is embedded in the school's culture, with a carefully planned line management structure ensuring every staff member receives support and guidance.

Leadership & Management

WIS is led by Principal Andrew Jenkins, who assumed the role at the start of the 2025-2026 academic year following the promotion of long-serving Principal Maryssa O'Connor to Executive Vice President within GEMS Education. Mr Jenkins is not a new face at the school - he has held the position of Associate Principal for Whole School since 2022, and joined GEMS Education in his first international leadership role in 2017. He holds a Bachelor of Science in Sports Studies from DeMontfort University, a Master of Arts in Leadership, and his NPQH qualification from the Faculty of Education and Society at University College London. His transition from within the school's own leadership team provides meaningful continuity at a moment of change. The school is owned and operated by GEMS Education, the UAE's largest private school operator, which provides significant infrastructure advantages in terms of curriculum development, professional development, and network-wide benchmarking. WIS was the first large out-of-town GEMS development and has served as the model for subsequent Wellington-branded schools across Dubai. This heritage gives the school a distinctive identity within the GEMS network - it is not merely one of many but the original and most decorated. Governance at WIS is rated Outstanding by KHDA, with inspectors noting that governance makes a significant contribution to the direction and overall performance of the school. The school's self-evaluation and improvement planning is also rated Outstanding, reflecting a leadership culture that uses data rigorously and honestly to identify gaps and drive improvement. The school uses a variety of data effectively to inform its self-evaluation, and monitoring of teaching is described as robust. Parent communication is a deliberate priority. Teachers email parents directly to maintain awareness of academic progress, issues, and achievements. The school's Parent's Council provides a formal channel for community input. The school website, parent portal, and direct communication channels ensure that families are kept informed. The KHDA report rates the school's engagement with parents and the community as Outstanding. The school is currently open for applications for the 2026-2027 academic year, with the Admissions Team available on site. An application fee of AED 525 is required at the point of registration.

KHDA Inspection Results (Decoded)

The DSIB inspection of November 2023 awarded WIS its Outstanding overall rating - the sixteenth consecutive Outstanding since the school's first inspection in 2008-2009 (when it was rated Good). This is an extraordinary record of sustained excellence. The school has maintained Outstanding across every single inspection domain in the 2023-2024 report, with the sole exception of Islamic Education and Arabic, which are rated Good - a consistent and transparent acknowledgement of the inherent challenge of teaching these subjects to a predominantly non-Arabic-speaking international student body. At the subject level, English, Mathematics, and Science are all rated Outstanding for both Attainment and Progress across every phase - Foundation Stage, Primary, Secondary, and Post-16. This is the highest possible designation and reflects the school's genuine academic strength across its core curriculum. Learning Skills are also rated Outstanding across all four phases, meaning students are not just absorbing content but developing the independent, critical, and collaborative skills that underpin long-term academic success. In the National Agenda Parameter, WIS is rated Outstanding overall. The school improved its PIRLS reading literacy score from 560 in 2016 to 613 in 2021, comfortably exceeding the target of 585 and placing it in the high international benchmark. Emirati students - a cohort of 71 - maintained Very Good judgements in English and mathematics, and moved from Good to Outstanding in science. One-to-one mentoring from senior leaders for Emirati students is described as significantly helping to close the attainment gap. KHDA's two key recommendations are focused and constructive rather than indicative of systemic weakness. The first asks the school to ensure students have ample opportunity to demonstrate all aspects of their learning skills in all lessons - a refinement rather than a correction. The second asks for the assessment policy to be clearly articulated and made available to all stakeholders across phases. These are the recommendations of an inspector who has run out of major concerns and is looking for the next level of excellence.
Outstanding Academic Core
English, Mathematics, and Science are rated Outstanding for both Attainment and Progress across all four phases - Foundation Stage, Primary, Secondary, and Post-16. This clean sweep is exceptional for a non-selective school of nearly 3,000 students.
Wellbeing and Inclusion Excellence
KHDA rates the overall quality of wellbeing provision and outcomes as Outstanding, with the Upstrive initiative, PASS surveys, and GroWell curriculum providing a data-driven, research-based approach. Inclusion provision for 177 Students of Determination is also rated Outstanding.
Leadership and Governance Strength
All five leadership and management indicators - quality of leadership, self-evaluation, parent and community engagement, governance, and management of staffing, facilities and resources - are rated Outstanding. The school's Monitoring, Evaluation and Review (MER) procedures are described as comprehensive.
Learning Skills Opportunity in Lessons

KHDA recommends ensuring that in all lessons, students have ample opportunity to demonstrate all aspects of their learning skills, particularly creative and innovation skills. This suggests some inconsistency between the school's stated HPL philosophy and its everyday classroom practice.

Assessment Policy Transparency

The school is asked to ensure its assessment policy clearly articulates the processes for measuring student progress across different phases, and that the updated policy is accessible to all stakeholders including parents. Written feedback in Secondary is noted as variable.

The Final Verdict: Who Is This School For?

WIS is one of the most consistently excellent schools in Dubai - and the data supports that claim without qualification. Sixteen consecutive Outstanding ratings, IB averages well above the world mean, strong I/GCSE results in a non-selective environment, COBIS Beacon School status as the only school in the UAE to hold that distinction, and a campus that genuinely delivers on its premium price point. The school's combination of British curriculum rigour from FS1 to Year 11, followed by three flexible Sixth Form pathways, makes it particularly well-suited to families who want academic credibility without locking their child into a single post-16 route at age 11. The school is best suited to families who value a structured, values-driven environment with a strong community ethos, who want their child to be known and supported as an individual within a large school setting, and who are comfortable with a premium fee commitment in exchange for a genuinely validated educational track record. The all-through structure from age 3 to 18 is a significant practical advantage for families who want continuity and do not want to navigate multiple school transitions. However, WIS is not the right fit for every family. The school's size - nearly 2,900 students - means it operates at scale, and some children thrive better in smaller, more intimate environments. The 22% teacher turnover rate, while not unusual for Dubai, is worth factoring into expectations around relationship continuity. The Sheikh Zayed Road location, while convenient for many parts of the city, brings parking pressure and ambient noise that some families find challenging. And families seeking a highly selective, academically pressured environment similar to a UK grammar school or top-tier selective independent may find WIS's inclusive, open-admissions philosophy a different kind of challenge - one focused on developing the whole child rather than maximising examination output at any cost.

THE “RIGHT FIT”

Families seeking a non-selective, all-through Outstanding school with a strong British curriculum foundation, flexible IB Sixth Form pathways, a genuine wellbeing culture, and a proven track record of elite academic results in an inclusive environment.

THE “WRONG FIT”

Families who prefer a smaller, more intimate school community, those who prioritise very low teacher turnover for relationship continuity, or those seeking a highly selective academic environment with intense examination pressure as the primary school culture.

We looked at ten schools before choosing WIS. The combination of British curriculum and IB is the best of both worlds - and the all-through structure means our children have a genuine community from age 3 to 18. The education here is as good as anything back home.
