GEMS Al Khaleej International School - Al Warqa

The Executive Summary

GEMS Al Khaleej International School - Al Warqa Dubai is one of the most distinctive American curriculum schools in the UAE, occupying a genuinely unusual niche: a NEASC-accredited US curriculum school serving a predominantly Arab and Emirati community, now located on a purpose-built 9.27-acre campus in Al Warqa 4. Rated Good by KHDA in its most recent 2023-2024 inspection, the school has maintained this rating consistently since 2017-2018, representing a meaningful upward trajectory from its earlier Acceptable ratings. School fees range from AED 30,675 to AED 52,129 for the American pathway, with the newly introduced IB Diploma Programme priced at AED 63,457 for Grades 11 and 12, positioning AKIS firmly in the mid-range for Dubai private schools. For families seeking a US curriculum Dubai environment that also takes Arabic language, Islamic studies and Emirati cultural identity seriously, AKIS is a genuinely compelling option. The school's outstanding personal and social development scores across all phases, combined with its strong wellbeing provision rated Very Good by KHDA, signal a community-minded institution where students feel genuinely safe and valued.

The school has strong Arabic and Islamic teaching within an English-language American curriculum environment, and my children are challenged while still feeling supported. It is good value for money and the atmosphere is the highlight.

Academic Framework & Learning Style

AKIS follows a US Curriculum aligned to the Common Core State Standards (CCSS) for English Language and Mathematics, the Next Generation Science Standards (NGSS), and California State Standards for other English-medium subjects. The UAE Ministry of Education's prescribed programme governs Arabic Language, Islamic Studies and Social Studies. This dual-track framework is particularly well-suited to a student body where Arabic is the first language for the majority, and where around 36% of students are Emirati nationals. Regular external benchmarking is conducted using the Measures of Academic Progress (MAP) test, as well as CAT4, PSAT, SAT, IELTS, EmSAT, and TIMSS and PISA for selected cohorts. The school is also an official SAT and TOEFL/IELTS computer testing centre. In a significant development from the 2024-25 academic year, AKIS became an authorised IB World School offering the International Baccalaureate Diploma Programme (IBDP) for Grades 11 and 12, with the first graduating cohort expected in June 2026. This addition substantially broadens the school's academic offer and gives high-achieving students a globally recognised alternative to the AP pathway. The school currently offers 14 Advanced Placement (AP) courses spanning STEM, Arts, Business, Humanities and Technology, with four graduation pathways: General, Advanced (3 AP courses), Elite (5 AP courses), and AP Capstone Diploma (6 AP courses plus AP Seminar and Research). The DSIB 2023-2024 inspection found that KG students demonstrate very good attainment in English, Mathematics and Science, with very good progress across all three subjects. In the High School, Science attainment and progress are both rated Very Good, and Mathematics progress is Very Good. However, English attainment in Elementary, Middle and High is rated only Acceptable, a clear area of concern that inspectors flagged as a priority. AP examination results for Grade 12 students showed strong attainment levels. External benchmark assessments (MAP) remain weak in English, Mathematics and Science for Elementary and Middle school students, a gap the school is actively working to close through curriculum alignment and MAP training. Arabic as an Additional Language shows very good progress in Middle and High, a genuine strength for non-Arab students navigating a bilingual environment. Pedagogically, the school emphasises inquiry-based learning particularly in Science, where the scientific method is well-integrated from KG through High School. The Kindergarten programme is activity-based, using structured games, field trips, songs, rhymes and stories to develop phonics, numeracy and social skills. The Middle School extends academic expectations while encouraging student independence. The High School operates on a continual assessment model where grades reflect examinations, written assignments, laboratory work, class attendance and participation. SEN provision is rated Very Good by DSIB, with 111 students of determination supported by a dedicated team of four SEN teachers and three Learning Support/Shadow teachers across three fully equipped resource rooms. No additional fee is charged for core SEN provision.

Extracurricular Activities (ECAs)

AKIS delivers its extracurricular offer through the E365 Enrichment Programme, a diversified platform that spans sports, academic enrichment, talent development, environmental awareness, technology and public speaking. The breadth of the programme is a genuine strength of the school, covering activities that range from yoga, fencing, chess, football, basketball, volleyball, swimming and gymnastics to the AKIS Book Club, poetry writing competitions, mathematics competitions, science fairs, and Quran reading and Hifz. The school also runs a Robotics Club, Makerspace activities, InDesign and Photoshop clubs, and a Film-Making club, signalling a meaningful commitment to technology-driven creativity alongside traditional sports. Environmental stewardship is a notable feature of the ECA programme. The school runs an Eco Club and a Hydroponic Garden Club, with students also participating in beach and desert clean-up campaigns. An organic garden developed by students - growing a range of herbs and vegetables - has been described as a thriving community project. Environmental ambassadors focus specifically on sustainability issues, and students take active roles in shaping the school's environmental footprint. Public speaking and student voice are developed through AKIS Talks, AKIS TEDx Talks, awareness campaigns led by students, and the AKIS Majlis - a culturally resonant forum for student-led discussion. The Student Council is an active and respected body, with council members holding monthly meetings with senior management and leading a wide range of programmes across the school. Students also participate in fundraising events supporting local and international communities, and engage in volunteering roles. The DSIB inspection rated students' social responsibility and innovation skills as Outstanding across all phases - a rare and significant distinction. Most ECAs are offered free of charge, with fees applying only for activities preparing students for external competitions.

Pastoral Care & Well-being

Pastoral care is one of the most compelling reasons to consider AKIS. The DSIB 2023-2024 inspection awarded Outstanding ratings for personal development, understanding of Islamic values and Emirati culture, and social responsibility across every single phase of the school - KG, Elementary, Middle and High. This is an exceptional result and reflects a school where the quality of relationships between staff and students is genuinely strong. Students describe the school as a family, and the sense of belonging and mutual support is consistently noted as a differentiating feature. Health and safety is rated Outstanding across all phases - the highest possible KHDA rating - and the school's safeguarding policies and child protection procedures are described by inspectors as exemplary. The school employs 4 guidance counsellors who support student wellbeing, with a specialist counsellor focused specifically on child protection. Anti-bullying policies are formalised and supplemented by regular assemblies and awareness campaigns. Students report that incidents of bullying in lower years are handled effectively. The school's overall wellbeing provision is rated Very Good by KHDA, with inspectors noting that wellbeing initiatives permeate the curriculum and that students, staff and the parent council are all involved in informing and improving wellbeing provision. Students use a range of self-regulation strategies and can articulate their importance. Staff feel valued and supported, and the school is described as a positive learning community where wellbeing is a shared priority. The Student Council plays a meaningful role in student voice, with members contributing to decision-making and leading school-wide programmes. One area for development identified by DSIB is the need to implement a more structured, research-based wellbeing curriculum framework that covers all aspects of wellbeing in a coherent and systematic way.

My children feel safe, connected and genuinely happy to come to school every day. The teachers are supportive and the community atmosphere is unlike any other school we have experienced in Dubai.

Campus & Facilities

In early 2022, AKIS relocated from its original Al Garhoud site to a brand new campus in Al Warqa 4, one of the most significant upgrades in the school's history. The new campus spans 9.27 acres with a total built-up area of 26,795 sqm, and was purpose-built to accommodate the school's growing student body, with a capacity of approximately 4,000 students. The move to Al Warqa 4 places the school in a well-connected residential neighbourhood with easy access for families living across Mirdif, Warqa, Khawaneej and surrounding communities. The campus is conveniently located and accessible by road, though parking in the immediate vicinity can be a challenge at peak drop-off and pick-up times - a practical consideration for families who drive. The new campus represents a substantial improvement over the school's previous premises. Facilities include a swimming pool, an astro-turf football pitch, a sports hall, science laboratories fitted with modern equipment including gas taps and hexagonal tables, and multiple outdoor shaded play areas with age-appropriate equipment for younger students. The school also features a well-resourced library, art studios, music rooms, and dedicated technology spaces including a Makerspace and computer labs that serve as official SAT and TOEFL/IELTS testing centres. Student recreational spaces are predominantly outdoor but shaded, appropriate for the Dubai climate. The organic garden developed by students - growing herbs and vegetables - is a standout community feature. The DSIB inspection highlighted the abundance of learning resources across the school, both practical and technology-based, as a key strength. WiFi is available and actively used across all areas of the school. Classrooms in the elementary section are described as well-lit and colourfully decorated, with student work prominently displayed. Secondary classrooms vary in size and configuration. The school's infrastructure supports its ambition as a growing institution, though some finishing and aesthetic details in older secondary sections may benefit from further investment as the campus matures.

Teaching & Learning Quality

The DSIB 2023-2024 inspection rated teaching for effective learning as Very Good in KG and High School, and Good in Elementary and Middle School. Assessment follows the same pattern - Very Good in KG and High, Good in Elementary and Middle. This differential is significant: it tells parents that the school's strongest classroom experience is concentrated at the two ends of the school, with the middle phases representing an area of ongoing development. Inspectors noted that in the better lessons across all phases, teachers create active learning opportunities, use effective questioning, and build students' ability to think deeply. However, consistency of teaching quality remains a challenge, particularly in Elementary and Middle where challenge levels and differentiation are not yet uniformly strong. The school employs 191 teachers and 51 teaching assistants, with the largest nationality group being Jordanian, followed by Lebanese, South African, Egyptian, British, American, Canadian and Palestinian staff. The teacher-to-student ratio is 1:13 from KG to Grade 2, widening to approximately 1:26 through the rest of the school, with an average class size of 28 and a maximum of 30. These ratios are typical for schools at this price point in Dubai education. Teacher development is a stated strategic priority: approximately 15% of the school budget is allocated to teacher training and development, a meaningful commitment. GEMS works in partnership with the Tellal Institute to ensure ongoing qualification and career development. MAP training is conducted two days per week as part of professional learning within the school. All new hires are required to hold a teaching qualification in addition to a minimum Bachelor's degree in their subject area. Teachers without a teaching degree must have a minimum of four years of teaching experience. The principal reports that finding and retaining high-quality teachers in Dubai's transient market remains the school's most significant operational challenge - a candid acknowledgement that will resonate with any experienced Dubai education observer.

Leadership & Management

AKIS is led by Ms. Ghadeer Munther Abu-Shamat, who has served as Principal and Superintendent/CEO since January 2015 - a tenure of over a decade that brings rare continuity to a Dubai school leadership role. Ms. Abu-Shamat is a Chemist by original qualification and holds an MA in Educational Leadership and Management from the Institute of Education (IOE) at University College London (UCL), as well as a Higher Diploma in Educational Leadership and Management from the American University of Beirut (AUB). Prior to her appointment at AKIS, she served as the Founding Principal of Asamiah International IB School in Jordan, and has teaching experience spanning IB, A Level and the American curriculum across Jordan, Lebanon and London. The DSIB 2023-2024 inspection rated the effectiveness of leadership as Very Good. The school is owned and operated by GEMS Education, one of the world's largest private education operators, which provides significant infrastructure support including specialist teacher recruitment, professional development through the Tellal Institute, and access to the GEMS Rewards programme. Governance is rated Very Good by DSIB, with governors described as actively supporting school leaders and providing necessary resources. The parent community is well-engaged, with a functioning Parents Association and a Parent Council that contributes to wellbeing planning. Parents and the community are rated Very Good by DSIB. Communication with parents is conducted via SMS and email, with a dedicated registrar team reachable by phone and email. The school's self-evaluation and improvement planning is rated Good by DSIB - a step below the leadership rating, suggesting that while strategic vision is strong, the rigour of internal data analysis and improvement planning processes has room to sharpen. Management, staffing, facilities and resources are all rated Very Good, reflecting the benefit of the new campus and GEMS group resources. The school's mission is to develop Principled Leaders with an international mindset and Independent Learners who can master skills for lifelong learning - a vision that is clearly articulated and consistently referenced in school culture.

KHDA Inspection Results (Decoded)

The most recent DSIB inspection took place in October 2023, covering the 2023-2024 academic year. The overall school performance was rated Good - a rating the school has maintained consistently since 2017-2018, representing a significant improvement from the Acceptable ratings that characterised the school's earlier years from 2008 through 2016-2017. The KHDA also awarded a Very Good wellbeing rating and a Very Good inclusion rating for the same inspection cycle, both of which are meaningful indicators of a school that genuinely prioritises the whole child. The inspection found that students' personal and social development is Outstanding across all four phases - KG, Elementary, Middle and High - an exceptional result that very few Dubai schools achieve uniformly. Health and safety is also rated Outstanding across all phases. These two Outstanding domains are the school's most powerful differentiators in the DSIB framework. Curriculum design and adaptation are rated Very Good in KG, Elementary and High, with Good in Middle. The quality of care and support for students is Very Good across all phases. The key areas requiring improvement identified by DSIB are clear and consistent: English language skills, particularly reading and writing, need strengthening across the school. The level of challenge in lessons needs to be raised, with higher teacher expectations of what students can accomplish. And students' performance on external assessments (MAP in particular) needs to improve so that most students meet at least the minimum benchmark requirements. The gap between strong internal assessment data and weaker external benchmark results is the central academic tension the school must resolve. The school has acknowledged this gap and is implementing MAP training and curriculum alignment measures, but parents should be aware that external test performance remains below expected levels in Elementary and Middle phases.
Outstanding Personal and Social Development
Students' personal development, understanding of Islamic values, and social responsibility are all rated Outstanding across every phase of the school - KG, Elementary, Middle and High. Inspectors noted students' strong sense of responsibility, respectful relationships, and active community engagement as exceptional features.
Outstanding Health, Safety and Safeguarding
Health and safety arrangements, including child protection and safeguarding, are rated Outstanding across all four phases. The school's policies and procedures are described as exemplary, ensuring all students are safe and secure.
Very Good Wellbeing and Inclusion
The school's overall wellbeing provision is rated Very Good, with inspectors noting that wellbeing initiatives permeate the curriculum. Inclusion provision is also Very Good, with students of determination accurately identified and receiving good to very good support leading to good levels of progress.
English Language Attainment Below Expected Levels

English attainment is rated only Acceptable in Elementary, Middle and High School. DSIB has recommended that core writing skills be systematically taught, reading skills improved so that most students become fluent and analytical readers, and that the level of challenge in English lessons be raised significantly. External MAP benchmark results in English remain weak.

External Assessment Performance Requires Urgent Attention

Attainment in National Agenda benchmark assessments (MAP) remains weak in English, Mathematics and Science. PIRLS results, while improved, remain below the international center point. PISA 2018 results showed students performing approximately 30 points below KHDA targets. The school must ensure external test data is used more rigorously to identify and address learning gaps, particularly in Elementary and Middle phases.

The Final Verdict: Who Is This School For?

AKIS is a school in genuine forward momentum. From its extended period of Acceptable KHDA ratings through to its sustained Good performance since 2017-2018, its relocation to a purpose-built campus in Al Warqa 4, its achievement of NEASC accreditation, and now its status as an authorised IB World School, the trajectory is clearly upward. The school's exceptional pastoral care, outstanding personal development scores, and deeply embedded Islamic and Emirati cultural identity make it one of the most distinctive American curriculum options in Dubai for Arab and Emirati families. The mid-range fee structure - from AED 30,675 to AED 52,129 for the American pathway - represents genuine value given the accreditation, campus quality and GEMS network support. However, parents must go in with clear eyes. English attainment across Elementary, Middle and High is rated only Acceptable by DSIB, and external MAP benchmark results remain below expected levels. The school is working hard to close these gaps, but if your primary concern is maximising academic output measured against international benchmarks, AKIS is not yet at the level of Dubai's top-rated American curriculum schools. The teaching quality differential between KG/High School (Very Good) and Elementary/Middle (Good) is also worth noting for families with children in the middle phases. This is a school that excels at forming well-rounded, values-driven, community-minded young people - and for many families, that is precisely what they are looking for.

THE “RIGHT FIT”

Families - particularly Emirati and Arab expatriate households - who want a strong US curriculum education with genuine depth in Arabic, Islamic studies and Emirati cultural identity, delivered in a warm, community-focused environment with outstanding pastoral care and mid-range fees. Students who thrive in collaborative, values-driven school cultures and benefit from the GEMS network's resources and scholarship opportunities.

THE “WRONG FIT”

Families whose primary benchmark is maximising scores on international standardised tests or who expect consistently Very Good or Outstanding academic attainment across all phases and subjects. Parents seeking a school with a long track record of elite university placements or who prioritise English language academic rigour above cultural and community values.

AKIS is not just a school - it is a community. My children have grown in character and confidence here, and the school's commitment to Islamic values alongside a strong American curriculum is exactly what our family needed in Dubai.
